The Effects of Tariffs on Coalition Formation in a Dynamic Global Warming Game

چکیده
The prospects for cooperation on climate protection beyond 2012 are currently uncertain. Thus policy instruments which foster participation in International Environmental Agreements (IEA) are in demand. Among the instruments under discussion are trade sanctions. Multi-region optimal growth models are a state of the art tool for integrated assessment, but introducing trade sanctions distorts the competitive equilibrium, making it difficult to compute numerically. We introduce trade and trade sanctions into a model of coalition stability to assess the potential of trade sanctions to support an IEA. Trade is modeled by having all countries produce a generic output good, but adopting national product differentiation (Armington assumption). Coalitions are free to impose tariffs on imports from non-cooperating countries. We solve the model numerically using a refined version of Negishi ́s (1960) basic algorithm. We then apply the model to analyze the influence of tariffs on international cooperation. The model suggests that there is indeed significant potential to raise participation through trade sanctions, even when goods from different countries are nearly perfect substitutes. Furthermore we investigate the effect of trade sanctions on global welfare, environmental effectiveness, and the credibility of the tariff mechanism. JEL classification: C61; C72; H41; Q54; Q58

Coalition Formation in a Global Warming Game: How the Design of Protocols Affects the Success of Environmental Treaty-Making
We combine the newest concepts of non-cooperative coalition theory with a computable general equilibrium model close to the seminal RICE-model of Nordhaus and Yang (1996) to determine stable coalition structures in a global warming game. We consider three coalition games that allow for the formation of multiple coalitions. The coalition games represent different designs of climate treaty protoc...
متن کاملiffs The Strategic Value of Carbon Tariffs
Unilateral carbon policies are inefficient due to the fact that they generally involve emission reductions in countries with high marginal abatement costs and because they are subject to carbon leakage. In this paper, we ask whether the use of carbon tariffs — tariffs on the carbon embodied in imported goods — might lower the cost of achieving a given reduction in world emissions. Specifically,...
متن کاملThe Strategic Value of Carbon Tariffs∗
We ask whether the threat of carbon tariffs might lower the cost of reductions in world carbon emissions by inducing unregulated regions to adopt emission controls. We use a calibrated simulation model to generate the payoffs of a game in which a coalition regulates its own emissions and chooses whether or not to employ carbon tariffs against unregulated regions. Unregulated regions respond by ...

Transportation is an important part of modern community life as well as one of the largest sources of greenhouse gas emissions in urban communities, the population growth of which can increase transportation capacity. Monorail systems are relatively new rail transportation systems which are currently being designed and constructed in different countries. We have applied the Intergovernmental Pa...
